The British broadcaster engaged in a "serious breach" of media regulations by omitting to mention that the voice of a documentary about Gaza was the offspring of a Hamas administrator, as determined by British broadcasting authority Ofcom.
An inquiry by Ofcom into the documentary titled Gaza: How to Survive a Warzone has found that the film was "substantially inaccurate".
The BBC's director general had already issued an apology, saying there had been "a significant failing in relation to truthfulness".
The authority has ordered the BBC to transmit a peak-time statement about its conclusions.
"As this represents a significant violation of our rules, we are directing the BBC to transmit a announcement of our findings against it on BBC2 at nine o'clock in the evening, with a schedule to be finalised," the regulator stated.
'Risk to Damage Confidence'
The regulator's announcement stated: "Our probe determined that the programme's lack of disclosure that the narrator's parent served in a role in the Hamas-controlled authority was materially misleading.
"Consequently that the viewers did not have vital facts which may have been highly relevant to their evaluation of the presenter and the details he shared.
"Trust is at the center of the connection between a television network and its public, particularly for a national broadcasting corporation such as the British Broadcasting Corporation.
"This failing had the potential to damage the very considerable amounts of confidence that audiences would have placed in a BBC factual programme about the Gaza conflict."
The film was withdrawn from iPlayer in last February after the presenter's personal associations came to light, and in this past July an internal BBC review determined it breached the corporation's editorial guidelines on accuracy.
A corporation official said: "The authority's determination is in agreement with the findings of the corporation's inquiry, that there was a major oversight in the documentary in relation to the BBC's Editorial Guidelines on accuracy, which aligns with clause 2.2 of Ofcom's Broadcasting Code.
"We issued an apology for this and we accept the regulator's ruling in full. We will comply with the penalty as soon as the date and language are confirmed."
